Basic Ideas about Health Management

The CITIZEN Group places great importance on creating a workplace where employees can work comfortably and in a rewarding work environment. As part of this effort, we have published the "Health Declaration" and are promoting "health management," in which the health management of employees is considered and practiced from a managerial point of view.

Health Statement (Made September 1, 2018)

CITIZEN To contribute broadly to people's lives around the world based on our corporate philosophy of “Loved by Citizens, Working for Citizens,” CITIZEN WATCH has established a code of conduct that calls for respect for human rights and diversity as well as creating a safe and pleasant working environment.

Based on this code of conduct, we have established the following basic policies and are working to realize health and productivity management.

  • To enable each and every one of our employees – who make up our most valuable management resources – to demonstrate his or her maximum performance in good mental and physical health, we will promote respecting human rights, open communication, and good mental and physical health as well as create safe and comfortable working environments.
  • Our efforts to address global health issues include communication and raising awareness among employees traveling internationally on business concerning safety, including infection disease.
  • In cooperation with local authorities, medical professionals, and individual workplaces, we respond immediately to any cases of infection to prevent them from becoming more severe and from spreading.

Formulation of Health Management Roadmap

The CITIZEN Group promotes the mental and physical health of each employee and the creation of workplaces from the perspectives of mental health care, revitalization of organizations, provision of opportunities to solve women's specific health issues, regular health checkups, improvement of smoking rates, promotion of exercise, and improvement of sleep.

Health Management Initiatives

The company cafeterias at CITIZEN WATCH’s two business sites in Nishi-Tokyo City, Tokyo, and Tokorozawa, Saitama, offer healthy menus supervised by a full-time dietitian, and an all-healthy-menu day is held every month. In addition, there is an event at Tokyo Works called “Forest Lunch,” in which employees can enjoy lunch in the open air. There are also luncheon seminars on improving dietary habits and exercise routines to raise employees’ health awareness through food.

Recognized as one of the “Certified Health & Productivity Management Organizations Recognition Program—White 500”

On March 11, 2024, CITIZEN WATCH was recognized as one of the “Certified Health & Productivity Management Organizations Recognition Program 2024” (Large Corporation Category, White 500) by the Ministry of Economy, Trade and Industry and the Nippon Kenko Kaigi.

This program recognizes companies and corporations that practice particularly excellent health management based on their efforts to address local health issues and the health promotion initiatives promoted by the Nippon Kenko Kaigi. The White 500 is a title given to the top 500 companies in the large corporation category among those that have received the award.

To promote the health of our employees, we have continued to implement various measures, including the promotion of a non-smoking campaign, expansion of health checkup items such as the introduction of abdominal ultrasound checkups, and the implementation of health seminars for women, etc. In FY2023, we revised various support systems for balancing work and life, including medical treatment, and lowering the threshold for breast cancer screening which is free of charge. Additionally, we implemented key initiatives aimed at promoting regular exercise habits, such as conducting healthcare checks, organizing walking seminars, and encouraging participation in the Health Vitality Exercises program. 91.1% of participants expressed satisfaction with the healthcare check, 97.2% with the walking seminars, and 84% with the bone density measurement initiative. We also held events such as in-house sports exchange (table tennis) to invigorate the workplace.

We will continue to promote health and create a safe and pleasant working environment so that each employee can maximize their performance in good physical and mental health.

Participation in “Health Management Alliance”

CITIZEN WATCH has joined the Health Management Alliance established in June 2023. The Alliance is an organization of 222 companies and organizations (as of the end of August of the same year) that share the vision of “revitalizing Japanese companies through employee health and realizing the sustainability of health insurance. Through our participation, we aim to realize a prosperous future for each and every employee” and “growth of employees and the company” by practicing health management at a higher level.

Initiatives for Health Maintenance and Promotion

The CITIZEN Health Insurance Association operates its business to maintain and promote the health of the insured and their families. In addition, this Association is also a joint participant in the “Health Management Alliance” in which CITIZEN WATCH has participated. It will promote synergies between employers’ health management and the health insurance association’s business operations.

PEP UP Health Information Site

The health insurance society operates the PEP UP health information website. This site’s features include “My Health Status,” which is based on individual health examination results, the healthy age calculated from the health examination results, health-related articles reflecting members' individual health issues, and information about such subjects as healthcare costs incurred at hospitals and generic drugs. Furthermore, we are conducting campaigns such as “Walking Rally” and “Health Examination Result Improvement Challenge,” where participants can earn PEP (Personalized Exercise Program) points if their health age is younger than their actual age. These initiatives aim to promote health among health insurance union members.

The registration rate for PEP UP is 61% as of the end of FY2023.

Specified Health Guidance and Implementation of Specified Health Checkup

Specific health guidance is a health guidance system provided to improve the health of members aged 40 and over who meet metabolic syndrome criteria because of health checkups and are at high risk of lifestyle-related diseases.
Health insurance societies are required by the government to provide specific health guidance, and the implementation percentage of this society is expected to be 65% in FY2022, and it is expected to be around 60% in FY2023. For FY2024, our goal is also 60%, with plans to conduct health guidance in both web-based and face-to-face formats. We aim to transition from proactive support to motivation support and further improve the effectiveness of health initiatives by extending beyond individuals targeted for Specific Health Guidance.

In addition, specific health checkups are health checkups for members aged 40 and over, and the implementation rate for insured persons is usually more than 99%, but for dependents, it was about 44%, among all subscribers, it was 86% in FY2022.

Data Health Plan and Specific Health Checkup Implementation Plan

At the Japan Revitalization Strategy in June 2013, insurers were required to analyze data such as receipts and to create, publish, implement, and evaluate a business plan for maintaining and improving the health of insured persons based on the data health expectancy of the people of Japan. We are developing a health business to prevent aggravation.

In April 2008, the Act on Securing Medical Care for the Elderly came into effect, requiring each insurer to conduct specific health checkups and specific health guidance for insured persons between the ages of 40 and 75, and the Health Insurance Society has also decided a Specific Health Checkup Implementation Plan.

With the start of the 6-year 3rd Data Health Plan and 4th Specific Health Examination Implementation Plan in FY2024, new health project guidelines, analysis, evaluation, problem identification, and countermeasure initiatives are required. A wide range of revisions are being made, including a reduction of 2 cm 2 kg for specific health checkups and specific health guidance, as well as the introduction of outcome assessment. While cooperation between corporate health insurance society and employers, and efforts to increase awareness of the program among insured persons are important in its operation, the implementation rate of specified health guidance could be improved by implementing specified health guidance during working hours and encouraging those eligible for guidance to participate. Further efforts are underway in this regard.

Starting from FY2024, reports and other information using data analysis tools will be provided to share awareness of the issues and to collaborate in efforts to resolve them.

Ensure Occupational Safety

Basic Approach to Occupational Safety

As Article 4 of The CITIZEN Group Code of Conduct stipulates that “We will respect human rights and diversity and create a safe and comfortable workplace,” The CITIZEN Group places great importance on health and safety in the workplace environment. In June 2022, we revised The CITIZEN Group’s Basic Health and Safety Policy to ensure that all employees are aware of and comply with the policy. With this revision, we aim to further improve health and safety throughout the supply chain by expanding the scope of application of the safety policy from Group employees to suppliers, including business partners.

Recognizing that “ensuring health and safety is important” for this purpose, we ensure a safe and hygienic work environment, promote the health of those who work there, and foster a workplace that takes safety and physical and mental health into consideration.

    This policy applies to all officers and employees of The CITIZEN Group, as well as temporary employees, on-site contractors, and others working at The CITIZEN Group business sites.

    6. We raise awareness of the importance of health and safety-related activities through education and other means.
    7. We regularly monitor and improve the status of activities related to health and safety, disclosing the results to the public as necessary.

Health and Safety Management System

The six major CITIZEN Group companies have established health and safety committees as required by law, and some companies are working on health and safety under committees that include directors. The Group Health and Safety Committee meets twice a year to share information on the activities of each company’s health and safety management and the accident investigations and measures taken by each company’s Health and Safety Committee to improve the occupational health and safety environment and to prevent the occurrence of occupational accidents. In the event of an incident leading to a major accident (crisis), information is immediately shared among the group companies to prevent the recurrence of such an incident. Only one overseas office has ISO 45001 certification.

Response after an Accident

In the unlikely event of an occupational accident, relevant examples, factors, and countermeasures are shared at monthly meetings of the Health and Safety Committee to prevent similar accidents and thoroughly implement countermeasures to achieve the Group’s goal of “zero accidents.”

Efforts to Improve Labor Health and Safety

In FY2023, the Company sent interview sheets and implemented interviews by industrial physician pursuant to the law, for employees who worked more than 45 hours or more than 60 hours overtime in a month. Due to the revision of the Safety and Health Act in April 2023, it is required to take protective measures for person who is not a worker including security guards and material carriers when hazardous and harmful work is performed. In addition, the new Chemical Substances Screening Committee, which was established in 2023 in place of the existing Safety and Health Committee, will work with the Environmental Division to implement approval procedures and management guidance for the handling of chemical substances in order to ensure more appropriate safety management of chemical substances.

Regarding overseas bases, CEJM, the Chinese subsidiary of Citizen Electronics, which manufactures LED components and others, undergoes rigorous external audits, including on-site CSR audits by customers and audits according to RBA compliant customers’ standards, to ensure a safe working environment in the supply chain (1 case in FY2020, 7 cases in FY2021, 5 cases in FY2022, and 11 cases in FY2023 were conducted). Such audits are planned to be conducted in FY2024 as well.

There were no health and safety compliance violations in FY2022.

Health and Safety Initiatives at CITIZEN WATCH Manufacturing

CITIZEN WATCH Manufacturing implemented various health and safety enhancement measures in FY2023 to prevent work-related accidents.

  • Review of assessment at the time of introduction of new chemical substances due to revision of related laws and regulations.
  • Resumption of factory tours by the main factory for the purpose of matching the level of health and safety standards among factories as part of the convergence to the COVID-19 outbreak.
  • Safety Data Sheets (SDS) are provided at each work site, and “Safety Instructions” and “Hazardous Location Labeling” are provided for each machine.
  • The “Pre-Start Inspection Sheet” (daily inspection sheet) is posted on each machine to ensure safety inspections at the work site.
  • The management department and others chanted “Zero work-related accidents!” before the start of the workday.

In addition to the above, we conducted e-learning on occupational health education for all employees, and conducted training on the prevention of noise disturbances in FY2021 and on the handling of chemical substances in FY2023, as in FY2022.

Occupational Safety Risk Assessment

Six major companies in the CITIZEN Group are conducting safety risk assessments of newly introduced plant facilities and the chemical substances to be used. Specifically, when new equipment or devices are introduced, the Equipment Safety Review Board evaluates their safety and other aspects to prevent accidents and occupational injuries.

Whenever a new chemical substance is used at CITIZEN WATCH, a risk assessment is conducted. The new chemical substance is reviewed by the New Chemical Substance Screening Committee, which is led by the Environmental Division, and then confirmed by the Safety and Health Committee and then handled only after. In addition, we conduct statutory and self-inspections of existing facilities, the work environment, and the used chemical substances to ensure thorough safety management.

  • Risk assessment: Specialized examination for chemical substances, specialized examination for equipment safety (including new projects, etc.)
  • Legal inspections: Disaster prevention management inspections, working environment measurements, periodic self-inspections of machinery and equipment, etc.

In FY2023, in addition to AED (Automated External Defibrillator) training, traffic safety training sessions were held for car and bicycle commuters and registrants. In FY2022, we held high-pressure gas safety seminars for those who handle and manage high-pressure gases and liquefied nitrogen at two offices in Tokorozawa, Tokyo.
In order to ensure the safe handling of high-pressure gas, an external lecturer was invited to confirm the tendency of high-pressure gas accidents, related laws and regulations, and basic handling matters, and to learn about equipment, and a total of 63 people, including 37 CITIZEN WATCHes and 26 Citizen Clock Manufacturing, participated.

Monitoring and Management of Performance Related to Occupational Health and Safety

The six major companies in The CITIZEN Group each formulate health and safety management action plans and regularly monitor the progress and achievements. In addition to individual company management of occupational accidents, we also share information across the group through a crisis information collection system. In FY2023, there were not any cases of occupational accidents. By the end of FY2030, we aim to achieve zero lost-time injuries and will enhance our occupational health and safety activities.

Tokyo Works

At the Tokyo Works, the Health and Safety Committee develops an annual health and safety management action plan, focusing on ensuring the safety and health of employees and preventing occupational accidents. During the monthly Health and Safety Committee meetings, discussions and information disclosures related to safety, health, occupational accidents, and countermeasures are held. We aim to reduce risks to the safety and health of employees and work toward achieving “3600 days without accidents (days without occupational fatalities or lost-time injuries) from September 6, 2018, to July 14, 2028.” In FY2023, we continued our efforts from the previous year to share health and safety information via the intranet. In terms of disaster prevention, we conduct comprehensive disaster drills at the Disaster Prevention Committee level, envisioning scenarios such as large-scale earthquakes and fires. The Tokyo Works conducts an annual comprehensive disaster drill jointly with the nearby Nishi-Tokyo Fire Department and Sumitomo Heavy Industries. In FY2023, this drill was conducted at the Tokyo Works on the assumption of a plant fire caused by a major earthquake. Additionally, we have established measures for disaster mitigation, including establishing methods for confirming safety and securing emergency supplies, and we are working to enhance employees’ disaster awareness. We will continue to prioritize the safety and health of our employees through the Health and Safety Committee and the Disaster Prevention Committee, striving for an even secure and safe office management.

[Case Study] Cutting down hazardous trees

Tokyo Works

CITIZEN Tokyo Works has planted a wide variety of trees on its vast grounds, and in recent years has actively promoted the greening of the campus environment by recreating the nature of Musashino in the “CITIZEN Forest.” On the other hand, nearly 60 years had passed since the trees were planted, and some of them were in danger of dying or falling due to excessive growth and tilting. Therefore, as part of our efforts to ensure safe and secure business site management, we cut down 11 high-risk trees in May 2023 after an evaluation by a professional arborist to ensure the safety of the premises and surrounding environment. The company plans to reuse timber from forest thinning for chairs and other items, thereby contributing to the effective use of resources.
