Basic Ideas about Health Management

The CITIZEN Group places great importance on creating a workplace where employees can work comfortably and in a rewarding work environment. As part of this effort, we have published the "Health Declaration" and are promoting "health management", in which the health management of employees is considered and practiced from a managerial point of view. We also consider the environment surrounding our female employees from the perspective of gender diversity and strive to practice "diversity management." We aim to create an organization where each and every one of our diverse employees – the source of our organization's competitiveness – can work with their full potential for a long time.

Health Statement (Made September 1, 2018)

CITIZEN To contribute broadly to people's lives around the world based on our corporate philosophy of “Loved by Citizens, Working for Citizens,” CITIZEN WATCH has established a code of conduct that calls for respect for human rights and diversity as well as creating a safe and pleasant working environment.

Based on this code of conduct, we have established the following basic policies and are working to realize health and productivity management.

  • To enable each and every one of our employees – who make up our most valuable management resources – to demonstrate his or her maximum performance in good mental and physical health, we will promote respecting human rights, open communication, and good mental and physical health as well as create safe and comfortable working environments.
  • Our efforts to address global health issues include communication and raising awareness among employees traveling internationally on business concerning safety, including in regard to the Covid-19.
  • In cooperation with local authorities, medical professionals, and individual workplaces, we respond immediately to any cases of infection to prevent them from becoming more severe and from spreading.

Health & Productivity Management Organizations 2023 Certificate (Certified March 8, 2023)

CITIZEN WATCH CO., LTD.CITIZEN WATCH Co., Ltd. has been certified by the Japan Health Council (designed by the Ministry of Economy, Trade and Industry) as a "Corporation with Excellent Health Management 2023" for the fourth time. This program promotes "health management" by "visualizing" corporations and other legal entities that practice particularly excellent health management, consider the health management of employees and others from a managerial perspective, and strategically implement initiatives that lead to the maintenance and promotion of good health.

We have established a system to actively engage in health management.
With the president at the top, we implement company-wide measures and expand information. In certifying health management, it was highly evaluated that management is becoming more involved. In certifying our health management, our management's increasing involvement has been highly evaluated.

With such company-wide efforts, he company has been certified as an Excellent Health Management Corporation (Large Corporation Division) for five consecutive years from 2019 to 2023.

Mental health care is also actively addressed. With line care training and other programs to familiarize employees with mental health issues, and cooperation among industrial physicians, industrial health staff, the human resources department, and workplaces to ensure that those on leave can smoothly return to work.

We are also making efforts to maintain and promote the health of our employees. We continue to have 100% of our employees undergo health checkups, except for those on leave, and we conduct more than the legally required tests, and those who need them are interviewed by industrial physicians and industrial health staff or recommended to undergo checkups via e-mail.

In the Covid-19, t there is a tendency to overeat and lack exercise, and in 2022, blood pressure, liver function, and lipid results are deteriorating, so make it particularly important to motivate people to improve their lifestyles, and we believe that improving diet and exercise will continue to be a challenge on top of that.

We share the results of health checkups with health insurance associations and cooperate with them to promote the health of employees through specific health guidance and other measures.

We are also actively engaged in smoking cessation activities and provide information on smoking cessation recommendations and smoking cessation methods by displaying posters in smoking areas and sending individual e-mails to smokers. In terms of infectious disease countermeasures, we have implemented workplace vaccinations of Covid-19 c, including group companies and affiliated companies, and implemented measures tailored to social conditions. Flu vaccine was also conducted. To further promote health management, we will raise the awareness of management and employees as a whole and implement measures.

Initiatives for Health Maintenance and Promotion

The CITIZEN Health Insurance Association operates its business to maintain and promote the health of the insured and their families.

PEP UP Health Information Site

The health insurance society operates the PEP UP health information website. This site’s features include “My Health Status,” which is based on individual health examination results, the healthy age calculated from the health examination results, health-related articles reflecting members' individual health issues, and information about such subjects as healthcare costs incurred at hospitals and generic drugs.
Furthermore, we are implementing various campaigns, such as the Health Check Results Improvement Challenge, in which members can get PEP Points for participation in walking rallies or having healthy ages that are younger than their actual ages. These help to improve the health of Health Insurance Society members.

The registration rate for PEP UP at the end of 2022 was 58%.

Specified Health Guidance and Implementation of Specified Health Checkup

Specific health guidance is a health guidance system provided to improve the health of members aged 40 and over who meet metabolic syndrome criteria because of health checkups and are at high risk of lifestyle-related diseases.
To improve lifestyle habits, we conduct interviews with public health nurses, nurses, and nutritionists, set our own action goals, and work to improve health and awareness of health.
Health insurance societies are required by the government to provide specific health guidance, and the implementation percentage of this society is expected to be 64% in FY2021 and around 60% in FY2022, and we plan to provide health guidance mainly in web-based format with a target value of 60% in FY2023.

In addition, specific health checkups are health checkups for members aged 40 and over, and the implementation rate for insured persons is usually more than 99%, but for dependents, it was about 44%, among all subscribers, it was 86% in FY2022.

Data Health Plan and Specific Health Checkup Implementation Plan

At the Japan Revitalization Strategy in June 2013, insurers were required to analyze data such as receipts and to create, publish, implement, and evaluate a business plan for maintaining and improving the health of insured persons based on the data health expectancy of the people of Japan. We are developing a health business to prevent aggravation.

In April 2008, the Act on Securing Medical Care for the Elderly came into effect, requiring each insurer to conduct specific health checkups and specific health guidance for insured persons between the ages of 40 and 75, and the Health Insurance Society has also decided a Specific Health Checkup Implementation Plan.

Both the 2nd Data Health Plan and the 3rd Specific Health Checkup Implementation Plan are for six years from FY2018, and FY2023 will be the final year of the same period.

According to the Health Insurance Society's analysis of medical expenses, the unit price of medical expenses per insured person in FY2020 decreased by 11% compared to the previous year due to the refrain from seeing doctor with the Covid-19, but started to increase from FY2021 and is expected to exceed the pre-coronavirus level in FY2022, and reducing medical costs for diseases caused by cancer and lifestyle-related diseases has become an issue.

Therefore, we will work to reduce medical costs by improving the screening rate through subsidies for various medical examinations (colon cancer, uterine cancer, and other cancer examinations, brain dock examinations, etc.), early detection of diseases, introduction of measures to prevent serious illness, reduction of smoking rates through implementation of smoking cessation programs, and improvement of health literacy through health and nursing care classes.

In addition, the annual health scoring report issued by the Ministry of Health, Labor and Welfare for health insurance association units has indicated in previous years that fewer people in our health insurance association have exercise habits compared to other associations. We will implement exercise events such as walking rallies and add corporate contracts with sports clubs in FY2023 to increase exercise opportunities for our employees and improve their exercise habits.

Ensure Occupational Safety

Basic Approach to Occupational Safety

As Article 4 of The CITIZEN Group Code of Conduct stipulates that "We will respect human rights and diversity and create a safe and comfortable workplace,” The CITIZEN Group places great importance on health and safety in the workplace environment. In June 2022, we revised The CITIZEN Group's Basic Health and Safety Policy to ensure that all employees are aware of and comply with the policy. With this revision, we aim to further improve health and safety throughout the supply chain by expanding the scope of application of the safety policy from Group employees to suppliers, including business partners.

Health and Safety Management System

The six major CITIZEN Group companies have established health and safety committees as required by law, and some companies are working on health and safety under committees that include directors. The Group Health and Safety Committee meets once a year to share information on the activities of each company's health and safety management and the accident investigations and measures taken by each company's Health and Safety Committee to improve the occupational health and safety environment and to prevent the occurrence of occupational accidents. In the event of an incident leading to a major accident (crisis), information is immediately shared among the group companies to prevent the recurrence of such an incident. Only one overseas office has ISO 45001 certification.

Response after an Accident

In the unlikely event of an occupational accident, relevant examples, factors, and countermeasures are shared at monthly meetings of the Health and Safety Committee to prevent similar accidents and thoroughly implement countermeasures to achieve the Group's goal of "zero accidents." In FY2022, the Company conducted traffic safety workshops for car and bicycle commuters and registrants. As a result of these efforts, the number of occupational accidents has been decreasing.

Efforts to Improve Labor Health and Safety

Health And Safety Liaison Meeting in FY2022 was held in the form of information sharing and exchanging opinions among Group companies via e-mail, etc., in light of measures to control Covid-19. To ensure familiarization with the Health and Safety Policy, e-learning was conducted for employees of Group companies. The participation rate averaged 97.2% for the 11 Group companies. In FY2022, the Company sent interview sheets and implemented interviews by industrial physician pursuant to the law, for employees who worked more than 45 hours or more than 60 hours overtime in a month.

Due to the revision of the Safety and Health Act in April 2023, it is required to take protective measures for person who is not a worker including security guards and material carriers when hazardous and harmful work is performed. Pursuant to this revision of law, we are working for further improvement of the occupational safety environment by developing safety defense facilities and by ensuring the obligations for Group companies.

Regarding overseas bases, CEJM, the Chinese subsidiary of Citizen Electronics, which manufactures LED components and others, undergoes rigorous external audits, including on-site CSR audits by customers and audits according to RBA compliant customers’ standards, to ensure a safe working environment in the supply chain (1 case in FY2020, 10 cases in FY2021, and 6 cases in FY2022 were conducted). Such audits are planned to be conducted in FY2023 as well.

There were no health and safety compliance violations in FY2022.

Health and Safety Initiatives at CITIZEN WATCH Manufacturing

CITIZEN WATCH Manufacturing implemented various health and safety enhancement measures in FY2022 to prevent work-related accidents.

  • All plants created "equipment hazard maps" to visualize hazards and toxicity.
  • Safety Data Sheets (SDS) are provided at each work site, and "Safety Instructions" and "Hazardous Location Labeling" are provided for each machine.
  • The "Pre-Start Inspection Sheet" (daily inspection sheet) is posted on each machine to ensure safety inspections at the work site.
  • The management department and others chanted "Zero work-related accidents!" before the start of the workday.

In addition to the above, e-learning on occupational health education was conducted for all employees. In FY2021, training on prevention of noise disturbance was conducted, and in FY2022, training on handling chemical substances was conducted.

Occupational Safety Risk Assessment

Six major companies in The CITIZEN Group are conducting safety risk assessments of newly introduced plant facilities and the chemical substances to be used. Specifically, when new equipment or devices are introduced, the Equipment Safety Review Board evaluates their safety and other aspects to prevent accidents and occupational injuries. The use of new chemical substances and alternative chemical materials is handled only after deliberation by the Health and Safety Committee, in cooperation with environment-related divisions, etc. In addition, we conduct statutory and self-inspections of existing facilities, the work environment, and the used chemical substances to ensure thorough safety management.

  • Risk assessment: Specialized examination for chemical substances, specialized examination for equipment safety (including new projects, etc.)
  • Legal inspections: Disaster prevention management inspections, working environment measurements, periodic self-inspections of machinery and equipment, etc.

In FY2022, we held high-pressure gas safety seminars for those who handle and manage high-pressure gases and liquefied nitrogen at two offices in Tokorozawa, Tokyo.
In order to ensure the safe handling of high-pressure gas, an external lecturer was invited to confirm the tendency of high-pressure gas accidents, related laws and regulations, and basic handling matters, and to learn about equipment, and a total of 28 people, including 14 CITIZEN WATCHes and 14 Citizen Clock Manufacturing, participated.

Monitoring and Management of Performance Related to Occupational Health and Safety

The six major companies in The CITIZEN Group each formulate health and safety management action plans and regularly monitor the progress and achievements. In addition to individual company management of occupational accidents, we also share information across the group through a crisis information collection system. In FY2022, there were 9 cases of occupational accidents. By the end of FY2030, we aim to achieve zero lost-time injuries and will enhance our occupational health and safety activities.

[Case Study] Health and Safety Activities

Tokyo Office

At the Tokyo Office, the Health and Safety Committee develops an annual health and safety management action plan, focusing on ensuring the safety and health of employees and preventing occupational accidents. During the monthly Health and Safety Committee meetings, discussions and information disclosures related to safety, health, occupational accidents, and countermeasures are held. We aim to reduce risks to the safety and health of employees and work toward achieving "1800 days without accidents (days without occupational fatalities or lost-time injuries) from September 6, 2018, to August 10, 2023." In FY2022, we continued our efforts from the previous year to share health and safety information via the intranet, considering infection control measures.

In terms of disaster prevention, we conduct comprehensive disaster drills at the Disaster Prevention Committee level, envisioning scenarios such as large-scale earthquakes and fires. This includes training in the operation of fire extinguishers, hydrants, and responding to oil leaks. In FY2022, considering infection control measures, we implemented remote training for legal management staff and conducted small-scale training on a per-floor basis. Additionally, we have established measures for disaster mitigation, including establishing methods for confirming safety and securing emergency supplies, and we are working to enhance employees' disaster awareness. We will continue to prioritize the safety and health of our employees through the Health and Safety Committee and the Disaster Prevention Committee, striving for more comprehensive disaster prevention and mitigation.
